The [AuxBCs] block is being removed from MOOSE. All AuxKernels should be added via the [AuxKernels] block. Setting the 'block' parameter will cause the AuxKernel to operate on elements and setting the 'boundary' parameter will cause it to operate on boundaries.

This change was necessary because it was possible to add an AuxKernel in [AuxKernels] and set the 'boundary' parameter, but it did nothing. The same was true for using 'block' in [AuxBCs].

The [AuxBCs] block will continue to work for some time, but you will see a warning message. We will be updating input files for the applications over the next few days, so you should not need to take any action.
